Editor's Take:
Louis XVIII spent most of the revolutionary era moving between European courts, waiting for a crown that seemed out of reach. When it finally came in 1814, he showed more political sense than many expected. He issued a charter that kept a parliament and many of the revolution's legal changes. Napoleon's return in 1815 forced him to flee once more, but the Allies restored him after Waterloo. His reign gave France a measure of stability. His brother Charles X undid much of that work.
